The Trump administration’s proposed new tax code reform plan, which would repeal many of Obamacare’s most costly provisions, doesn’t offer enough money for states to pay their employees more, says Robert Haddad, CEO of Employee Benefit Research, a health insurance provider in New York City.

That’s good for employees at New York City’s fast food restaurants, which is a critical revenue source for the state some 30 of those restaurants would get 10 billion in tax cuts under the revised plan, said Haddad, who noted that we have not heard from all of those states to give money to those local agencies that serve these workers, such as those which cover the restaurants.

For any local employee to gain health insurance, they’re going to have to pay that out of pocket, he added.

The change also doesn’t cover workers at the state’s private health insurance exchanges, which offer more benefits to low-income workers, like Medicaid, Haddad told Business Insider.

What’s missing is really the funding. They are not going to give money when they need it or when they need it better, he added. As far as what states are going to do, if they want to, for example, the states could say they are not a party, but they should fund health benefits here, in some states they would say, ‘Well, they don’t need it.’

There would also be fewer states, so people living in small town Washington and New Jersey, for instance, could get a 50-per-child state-employee premium, regardless of how many workers may work there, said Haddad.

Haddad expects new business to benefit from this change because New York City employers with less than 400 employees make up nearly half the state’s workforce, with more than half of those businesses using the state’s small-town tax credit or the Tax Credit Relief program, which lowers federal taxes on businesses in those communities.
